Ron Kronenberger, 53, was charged with assault for the January 22 encounter in his office, police in the village of Waynesville, Ohio. said.
Police said the tenant, 29, was late with a US$2,800 rent payment.
"If you're going to act like a child, I'm going to treat you like one," Kronenberger was quoted in the police report as telling the tenant before striking him four times with a belt. The report said the belt left "little marks."
Waynesville Police Chief Gary Copeland talked to the accuser, who reportedly told him he submitted to the whipping because "he was scared and just wanted to get it over with," according to the police report.
The Dayton Daily News reported that Kronenberger is a former chamber of commerce president who was Waynesville's Citizen of the Year for 2006.

Michael Jackson Probate Reveals $600 Million Estate Secrets, Kids Have Not Been Paid A Moonwalkin’ Dime
More than three years after the death of Michael Jackson, the trust fund for his children, Prince, Paris, and Blanket, ages 15, 14, and 10, has to yet be dispersed. His estate is $600 million and Estate Street Partners (ESP) has this advice in Feb 2013 for others to avoid a Jackson-like disaster.
Rocco Beatrice, Managing Director of ESP, founders of the UltraTrust irrevocable trust, explains that "because of poor estate planning Michael's family will have to still wait years until his probate, estate taxes, creditors' claims, and other legal battles are finalized."
Mr. Beatrice studied in detail Jackson's estate plan and graded it a "D Minor". According to the NY Daily News, Mr. Jackson crafted a "pour-over" will and revocable trusts for each of his children and Katherine, his mother and the guardian of his children.
"A will is only good for stating who the guardian of the children will be. Other than that, it's a poor way to pass on assets, especially significant ones like Mr.Jackson had," clarifies Mr. Beatrice.
The "pour-over" designation basically describes the will as one that pours over the assets into one or more trusts after death.
So how does all this legal mumbo-jumbo affect MJ's kids?
For the Jackson estate, the assets still have not poured into any fund. The children are receiving almost a seven-figure allowance – annually. This includes the mansion, private schooling at the famous Buckley School near Beverly Hills with a yearly $29,000 tuition and vacations. These expenses amount to $70,000 per month according to the NY Daily News.
Family members are wondering where all the moneyis going. According to the NY Daily News (see sources), they are worried that people are stealing money.
"If Mr. Jackson utilized irrevocable trusts like Steve Jobs, the family could be using their share right now.No waiting, no estate taxes, no public scrutiny, no courts, and asset protection," states Mr. Beatrice.
Can't blame them for being concerned about stealing, it's almost inevitable that SOMEONE may be tempted to put their hand all in the cookie jar.
A seven-figure allowance isn't exactly destitute, but when you're supposed to be paid 10 or 20 times thatit doesn't quite add up.

Beyoncé has signed a global publishing agreement with Warner/Chappell Music, Billboard has learned exclusively. Effective immediately, Warner/Chappell -- headed by chairman/CEO Cameron Strang -- will administer the 17-time Grammy winner’s future songwriting, including her anticipated next album.
“It’s an honor to join Warner/Chappell Music and to continue working with my friend Jon Platt,” commented Beyoncé in the Warner/Chappell announcement release. “I trust his vision and admire his professionalism, and I look forward to our partnership.” Fresh off the success of both her Super Bowl XLVII halftime show and her HBO feature-length documentary “Life Is But a Dream,” Beyoncé will kick off The Mrs. Carter Show World Tour in Europe on April 15, which arrives in North America on June 28.

As forecasted a week ago, Mumford & Sons' Babel returns to No. 1 on the Billboard 200 in the wake of their Grammy Award win for album of the year on Feb. 10. The set -- which rises 4-1 on the tally -- sold 185,000 copies in the week ending Feb. 17, according to Nielsen SoundScan, therefore posting a weekly gain of 242%.
In turn, the album scores a 260% gain in download sales, moving from 28,000 to 101,000 for the week. (It’s the largest digital week for a non-debuting album since the week after Christmas, when Taylor Swift's Red sold 131,000 downloads.)
Physical sales for Babel last week were still robust, however, amounting to 55% of the album’s sales for the frame.
Babel is also benefitting from two new deluxe editions that were released Feb. 5. The first, available exclusively at Target, includes three bonus live tracks. A second version, dubbed the Gentlemen of the Road edition, was widely released and boasts 12 extra live cuts.
Mumford & Sons performed twice during the Grammy Awards. The quartet sang the album's lead single, "I Will Wait," and later in the broadcast it performed as part of an all-star memorial tribute to Levon Helm.
This is the fourth nonconsecutive week Babel has ruled the Billboard 200. It spent its first three weeks at No. 1 last October.
Within the chart’s top 10, in addition to Mumford at No. 1, the titles at Nos. 2-4, 6, 7 and 10 benefit from the Grammy Awards.
The 2013 Grammy Nominees compilation jumps 11-2 with 88,000 (up 136%). It's the highest-charting week ever for the Grammy Nominees series, which launched in 1995. It also earns its best sales week since Grammy Nominees 2007 moved 131,000 the week after the 2007 show. The franchise has logged 12 top 10 sets.
Bruno Mars benefits from his performance on the Grammy Awards as well, as his Unorthodox Jukebox rises 8-3 with 86,000 (up 112%). Mars sang the album's No. 1 Billboard Hot 100 hit "Locked Out of Heaven" before segueing into a Bob Marley tribute featuring Sting, Rihanna and Ziggy and Damian Marley. (In turn, Bob Marley & the Wailers' greatest-hits album Legend flies 99-34 with 20,000, up 270%.)
Taylor Swift, who opened the Grammys with "We Are Never Ever Getting Back Together," rises 12-4 with Red (72,000; up 106%). Swift's set also gains thanks to hefty promotion by Target. The retailer ran a TV commercial during the Grammys, touting its exclusive version of Red. Additionally, the album was featured in Target's weekly circular ad. A whopping 86% of sales for Red last week were physical albums.
Target also showed love for P!nk, resulting in her The Truth About Love almost returning to the top 10: It climbs 23-11 with 47,000 (up 121%). Like Red, the Target version of P!nk's album was advertised during the Grammys. P!nk was also seen in a second commercial during the show, as she starred in a new spot by CoverGirl. Like Swift's Red, the bulk of sales for Truth last week were from physical copies of the album (85% physical vs. 15% digital).
Three more Grammy Awards performers are found in the Billboard 200's top 10. The Lumineers' self-titled album has its best sales week yet, rising 10-6 with 67,000 (up 70%). Fun.'s Some Nights climbs 14-7 (66,000; up 118%). Maroon 5's Overexposed rises 20-10 (48,000; up 119%). Like Swift and Mars, Overexposed was marked down to $6.99 at iTunes last week.
Last week's No. 1 album, Josh Groban's All That Echoes, slips to No. 5 with 72,000 (down 50%). The Now 45 compilation slides 3-8 (63,000; down 27%), and Andrea Bocelli's Passione falls 5-9 (48,000; down just 6%). The latter's slight decline is likely owed to gift purchases made for Valentine's Day.
Over on the Digital Songs chart, Macklemore & Ryan Lewis' "Thrift Shop" (featuring Wanz) reigns for a sixth week. It logs its best sales week yet, moving 412,000 downloads (up 6%). In a somewhat distant second place is Rihanna's "Stay" (featuring Mikky Ekko), which drives 25-2 with 306,000 (up 358%). The song was performed on the Grammy Awards, while its music video also debuted during the tracking week.
Baauer's red-hot "Harlem Shake" debuts at No. 3 on Digital Songs with 262,000 (up 1,359% from 18,000). The song -- as featured in countless YouTube viral videos -- was released commercially last June. It didn't start to sell significant units until a week ago, when it moved 18,000 after the "Harlem Shake" meme began to take hold.
Mars' "When I Was Your Man" is steady at No. 4 with 217,000 (up 36%), Justin Timberlake's "Suit & Tie" (featuring Jay-Z) rises 8-5 (201,000; up 67%), and the Lumineers' "Ho Hey" is stationary at No. 6 (192,000; up 30%). The latter two songs were both performed on the Grammy Awards.
Drake's new single "Started From the Bottom" flies 32-8 with 168,000 (up 185%) after its first full week of sales. The song debuted last week (ending Feb. 10) after four days of impact, as it was released Feb. 7.
Timberlake's new song "Mirrors" enters the top 10 at No. 9 with 163,000, after it hit iTunes early on Monday morning, Feb. 11. The song -- from his forthcoming 20/20 Experience album -- was either available as a stand-alone track purchase or as an instant-gratification download when a customer pre-ordered the album. (The customer was immediately charged for the track in either instance.)
Closing out the top 10 is will.i.am & Britney Spears' "Scream & Shout," which falls 2-10 with 158,000 (down 3%).
Owed mostly to buzz generated by the Grammy Awards, the top 16 titles on the Digital Songs chart all sell in excess of 100,000. The last time that happened -- not counting the Christmas holiday weeks -- was last April, when Easter helped push each title in the top 16 to 100,000-plus sales.
Overall album sales in this past chart week (ending Feb. 17) totaled 6.8 million units, up 17% compared with the sum last week (5.8 million) and down 12% compared with the comparable sales week of 2012 (7.7 million). Year-to-date album sales stand at 39.1 million, down 6% compared with the same total at this point last year (41.7 million).
Digital track sales this past week totaled 29.4 million downloads, up 8% compared with last week (32.3 million) and down 9% stacked next to the comparable week of 2012 (32.2 million). Year-to-date track sales are at 200.4 million, down 1% compared with the same total at this point last year (202.8 million).
Next week's Billboard 200 competes with the same week in 2012 when: Adele's 21 was No. 1 -- yet again -- for a 22nd week (297,000; down 59%). The highest debut was fun.'s Some Nights, starting at No. 3 with 70,000.
On Wednesday, M.I.A. told fans: "If you want to see the real thing or get it first, come to a M.I.A. show."
Beginning the new year with a vendetta titled "M.I.A. vs. The System," the musician takes issue with the Marley tribute by Bruno Mars, Sting, Rihanna, and Ziggy and Damian Marley, which featured an illuminated backdrop with neon lights. Comparing side-by-side images of her own show and the Grammy performance, she writes: "My ideas came from my life. My set was based on Tamil Hindu temple. Not Bob Marley."
In a proclamation on Twitter, the Tamil-British recording artist also compares an estimated cost of each respective set: "M.I.A. $500 : Grammys $5,000,000."
M.I.A. was nominated for the best shortform music video Grammy for "Bad Girls" but ultimately lost to Rihanna's "We Found Love."
Rapper Wiz Khalifa and his fiancee, model and recording artist Amber Rose, welcomed their first child, son Sebastian Taylor Thomaz, on Feb. 21.
On Feb. 19, Khalifa uploaded a picture of a fetal monitor to Instagram, leaving fans to think that the baby finally had arrived. It would be two days, however, before Rose would give birth, and as she went into labor, Khalifa kept his 9.4 million Twitter followers informed with an image of himself wearing hospital scrubs. "Daddy time," he wrote.
The couple announced her pregnancy at the 2012 MTV Video Music Awards, and a very pregnant Rose accompanied Khalifa on this year's Grammy Awards red carpet.
Khalifa's latest album, O.N.I.F.C., was released in December and includes the top 20 hit "Work Hard, Play Hard."
Lady Gaga said she has undergone surgery to repair an injured hip that forced the pop singer last week to cancel the remainder of her concert tour.
The Born This Way singer thanked fans in a blog post on her littlemonsters.com fan website on Thursday, saying the setback was ''just a bump in the road.''
''As they wheeled me into surgery...I thought about all of your pain and perseverance, your unique family situations, school environments, health issues, homelessness, identity struggles,'' wrote Lady Gaga, who often engages with her fans about their personal problems.
''So I thought to myself, 'I'm alive; I'm living my dream, and this is just a bump in the road,''' she added.
The 26-year-old singer tweeted on Wednesday that she was heading into surgery to treat a labral tear of her right hip.
No timetable has been set for Lady Gaga to return to performing, and her tour operator said last week that she would need ''strict downtime.'
'Lady Gaga has been on the road for two years, performing concerts on six continents.
The injury forced her to cancel some two dozen concerts in the United States as part of her Born This Way Ball tour.
Although Rihanna has made up with her assaulter Chris Brown, Law and Order SVU seems to have taken inspiration from the couple.
While the controversial pair partied on holiday in Hawaii, celebrating the beauty's 25th birthday, the popular TV show previewed their upcoming episode featuring an eerily similar story-line.
The official description for the episode (called Funny Valentine) reads, "a promising singer is brutally attacked by her boyfriend, a popular hip-hop star...but the victim refuses to aid the prosecution and...continues to put herself in danger."
The official stance of the show's storywriters is of course that it is purely fiction. In their take on the drama the abusive boyfriend gets murdered and his action inspires the fictional paper to headline with The Beauty and the Beating.

Brown is still on probation for beating up Rihanna on the eve of the Grammy awards in 2009. He pleaded guilty to beating and punching her and was sentenced to community service, anger management classes, given a restraining order.
Since his restraining order expired last year the couple have reunited. The superstars' reconciliation had been rumoured for months, and was officially confirmed last month.
The plight of Kiwi mountain climber Rob Hall, who died in an ill-fated mission to scale Mt Everest in 1996, is set to be played out on the silver screen - with Hollywood star Christian Bale playing the New Zealander.
The climbing guide died alongside a fellow guide and two clients while leading an expedition to the mountain's summit.
Delays - including due to bottlenecks because of so many other climbers attempting the peak - hampered the expedition before one client, Doug Hansen, ran out of supplementary oxygen about 15 hours into the climb.
Hall stayed behind to look after Hansen, but a blizzard hit the mountain, killing them and another guide who had climbed up with extra oxygen.
Entertainment website Deadline Hollywood reports film companies Universal Pictures and Working Title are working with Emmett/Furla Films on Everest, which will be directed by Icelandic director Baltasar Kormakur.
His previous directing credits include 2012's The Deep, which tells the story of the only survivor of an Icelandic fishing vessel capsize in 1984, and Contraband, starring Mark Wahlberg.
The website reports Batman actor Bale is in early talks to star as Hall in Everest.
A second film, also called Everest, is being planned by Sony Pictures, starring Tom Hardy - who clashed with Bale in last year's Batman film The Dark Knight Rises - as Sir George Mallory in his attempt to be the first to reach Everest's summit in the 1920s.
The original Luke Skywalker, Mark Hamill, has confirmed he and Harrison Ford are in talks to reprise their iconic roles for the new Star Wars film.
Hamill told the ET Online website: "They're talking to us. George [Lucas] wanted to know whether we'd be interested. He did say that if we didn't want to do it, they wouldn't cast another actor in our parts - they would write us out."
"It's all very, very exciting and so unexpected," Hamill said.
Te 61-year-old actor said he and Ford hadn't signed any contracts yet but there were plans to meet with writer Michael Arndt, Lucasfilms' Kathleen Kennedy soon.
Prior to that meeting with the screenwriter, Hamill was only able to guess what Arndt's plans for his character would be.
"I'm assuming, because I haven't talked to the writers, that these movies would be about our offspring - like my character would be sort of in the Obi-Wan (Kenobi) range ... I'm going to be a lonely old hermit living out in some kind of desert igloo with a couple of robots."
Although the decision was in Arndt's hands, Hamill told Lucas how he would like the new movies to be.
"I said to George that I wanted to go back to the way it was, in the sense that ours was much more carefree and lighthearted and humorous - in my opinion, anyway," said Hamill.
"And another thing I'd want to make sure of is 'are we going to have the whole gang back'? Are Carrie and Harrison and Billy Dee and Tony Daniels, everybody that's around from the original [returning]? I want to make sure everybody's on board here, rather than just one."

Mercy Johnson will be leaving for Nigeria next week to attend her baby thanksgiving ceremony at Christ Embassy church in Lagos.
Baby Purity Ozioma Okojie's thanksgiving ceremony has been scheduled to hold the first week of March 2013.
Her mother-in-law, Mrs Okojie recently joined the family in Atlanta as they set to return home together come next week.

Modinat Dada has given birth to Almaroof's seventh child in Lagos. We learnt Modinat delivered her baby boy on January 23rd, 2013.
According to her, Funke Akindele's husband dated her few years back after he paid a visit to her sister's shop in Oshodi.
Almaroof happened to be the owner of the rented shop then. One thing led to the other, they started dating and he allegedly got her pregnant.
We also gathered that a low-key baby naming ceremony took place at Modinat's mom's house in Agege area of Lagos State in the absence of Almaroof who reportedly denied the pregnancy.
